Regarding the second picture with the blurred out faces, I remember reading many years ago that the level of blurring used is not enough and it is possible to reconstruct a reasonable facsimile of the actual faces. It looks like there are two faces that could be resolved.
I don't remember anything about the article, but it is definitely possible, and there might even be services online to do such a thing.
It's obviously very perverse to obscure the faces of murderers and kidnappers like that, all while leaving the picture of a minor victim pristine. They are covering something up. I'm also pretty sure they need to obtain consent to show him, even here.
We should be proud that the regime uses the very best face-blurring technology to protect the identities of Shabak/CIA kidnappers, while showing a 12-year-old boy in his underwear. I expect nothing less.

Never mind. I tried several sites I found and they didn't do anything. They must be using a very sophisticated blur algorithm.
